Learning in the 19th and Early 20th Century
19th Century
After the establishment of Singapore as a British settlement in 1819, many immigrants who arrived by sea settled near the coast. This prompted various communities to set up schools nearby at Amoy Street, Bras Basah Road and Telok Ayer Street. Early schools often lacked books, school equipment and qualified teachers.

Amoy Street was located near the shore and attracted many migrants arriving from Amoy in China. Amoy Street became known as ‘Free School Street’ after the establishment of Cui Ying School in 1854, which offered lessons for free. The first Anglo-Chinese School was also established there in 1886.

Bras Basah Road was the site of several schools set up by missionaries. These included St Joseph’s Institution, formerly known as St John’s School in 1852, and the first Convent of the Holy Infant Jesus school, known as Town Convent in 1854.

As a landing site for early immigrants, Telok Ayer Street was an enclave for the Chinese community in the 1820s. Chinese philanthropists and clan associations set up schools like Chongwen Ge in 1849 and Anglo-Chinese Free School (Gan Eng Seng School today) in 1855 to cater to the Chinese community.

Before the British arrived, there were no schools in Singapore offering instruction in English. It was only in 1834 that the first English school, Singapore Free School, was set up. In addition to English classes, it offered several elementary classes in Malay, Chinese and Tamil. This was followed by several other English schools, which flourished under the colonial government.

The early Malay schools were relatively modest, with lessons conducted amid informal settings in rural areas. The curriculum was mainly religious in nature. Children were taught various crafts and gardening to contribute to the community. In 1856, more formal Malay schools were established at Telok Blangah and Kampong Glam.

The early Chinese schools were established by wealthy businessmen, clan associations and Christian missionaries to cater to the Chinese community. Located in shophouses, temples or private residences, most of these schools taught a classical Chinese curriculum including abacus and letter-writing skills.

There were comparatively few Tamil schools in the early days, in proportion to the population of immigrants from India. Started by the colonial government and Christian missionaries, these schools were located in shophouses and typically taught by a single teacher. Many of the early Tamil schools struggled to survive due to a lack of qualified teachers and textbooks.

Following the establishment of an Education Department under the colonial government, Allan Maclean Skinner became the first Inspector of Schools of the Straits Settlement. He set up the Malay Teachers’ College in 1878 to meet the growing demand for locally trained Malay teachers. Newly graduated trainee teachers, mostly scholars, had to commit to a bond to teach for at least three years afterward.
Early 20th Century
By the turn of the 20th century Singapore was thriving commercially, which led to growing demand for schools. The colonial government reformed the education system and introduced secondary and tertiary education. Along with collaborative efforts from pioneering communities, more schools were built across the island.

Several new primary schools were set up in the early 20th century as branch schools to Raffles Institution. Students were taught a British syllabus using books printed in England and had to pass Standard Five (Primary Five) to progress to secondary level at Raffles Institution. In 1919, Malay boys who passed Standard Three could also progress to other English Schools.

The vernacular schools of the Chinese, Malay and Tamil communities began to modernise their curricula and teach subjects beyond basic literacy, though their focus remained on religious studies. Enrolment increased, and many schools moved from rented shophouses to purpose-built buildings or larger school premises in new locations. Before the outbreak of World War II, there were 38,000 students enrolled in Chinese schools, 5,800 in Malay schools, and 1,000 in Tamil schools.

New branch schools like Katong Convent and St Patrick’s School were established by the Convent of the Holy Infant Jesus and the De La Salle Brothers of St Joseph’s Institution respectively. Both were boarding schools, and provided a well-rounded education as well as imparting Christian doctrine.

Tertiary education was introduced during the early 20th century. The first tertiary institution was the Straits and Federated Malay States Government Medical School in 1905, followed by Raffles College in 1928, a college for higher education in the arts and sciences. The two institutions later merged to form the University of Malaya in 1949.
